Overview: How the Three Areas Connect
Greenometer uses two distinct layers of “forms”:

Key principle: Build the template first (or use the standard one), then create a reporting period from it, then assign questions to users and subsidiaries. Assignments are stored on the template and apply to every reporting form created from that template.
Recommended Workflow (Step by Step)
Step 1 — Create users
Before assigning work, set up the people who will collect data.
Available to Owner and Manager roles (not Respondent, Viewer, or Auditor).
For each user, assign them to the relevant company/entity (HQ or subsidiary) and set their role:
Owner — full access; always sees all questions regardless of assignment
Manager — can be assigned specific sections/questions
Respondent — fills in assigned questions only
Viewer — read-only access
Users must exist and be linked to the correct entity before you can assign questions to them in Step 6.
Step 2 — Prepare the form template (Form Builder)
Form Builder is where you define what questions exist — not where you start a reporting period.
Available to Owner and Admin only.
Two options:
Option A — Use the standard Greenometer ESRS template (recommended)
Greenometer ships a generic ESRS template pre-loaded with standard ESRS disclosure questions. You do not need to use Form Builder if this template meets your needs — you can go directly to Step 4 and select the default template when creating a reporting form.
Option B — Create or customize your own template
Click Create and choose one of:

Best practice: Copy the standard Greenometer ESRS template rather than building from scratch. You keep all ESRS-aligned questions and only adjust what you need (add/remove sections, change labels, set conditions).
After creation, you are redirected to the template editor where you can:
Add, reorder, and remove sections
Add questions (from the question library or new ones)
Configure conditional visibility, translations, and required fields
Note: Standard/generic templates are read-only for regular Owners — only custom templates (isCustomTemplate = true) can be edited or deleted. Admins can edit all templates.
Step 3 — Create a reporting period (CSRD Hub)
This step turns a template into an active data collection form for a specific reporting period.
Click Start (or the equivalent action in the Collect Data section) and fill in:

This creates a reporting form instance linked to your chosen template. Users will fill this form at /csrd/form/:formId.
Important: A template only appears in Question Assignment (Step 6) after at least one reporting form has been created from it.
Step 4 — HQ only vs. all subsidiaries
When creating the reporting form, you decide the scope of distribution:

When distribution is enabled:
A separate reporting form instance is created for each subsidiary
All instances share the same name, dates, and template
Each subsidiary fills in their own copy independently
The HQ form list shows a "Distributed" label and progress (e.g. "3/6 submitted")
New subsidiaries added later are not automatically included — distribution happens only at creation time
Step 5 — Assign questions to users and entities
Available to Owner and Admin only.
Question Assignment configures who sees which sections and questions on the template level. Changes apply to all current and future reporting forms created from that template.
Getting started
Open Question Assignment — you see a list of templates that have at least one active reporting form
Click Edit on the relevant ESRS template
The table shows all sections of the template

Expand a section row to assign at the individual question level.
Per-entity (subsidiary) assignment
For multi-entity setups, use Custom assignment (side panel):
Select one or more sections/questions
Open the assignment side panel
Configure assignments per entity (HQ, subsidiary A, subsidiary B, etc.)
Assign different users to different entities for the same questions
This is how you route, for example, environmental questions to subsidiary A and social questions to subsidiary B.
Owner always sees everything
Regardless of assignment configuration, Owner and Admin roles always see all sections and questions when opening a form. This ensures oversight at the group level even when individual questions are restricted to specific Respondents or Managers.

What is the difference between Form Builder and CSRD Hub?

Think of Form Builder as designing the questionnaire; CSRD Hub as launching it for a specific year.
Do I need Form Builder if I use the standard template?
No. If the Greenometer standard ESRS template covers your needs, skip Form Builder and create your reporting form directly in the CSRD Hub using the Default template option.
Use Form Builder when you need to:
Add company-specific questions
Remove irrelevant ESRS sections
Customize labels or translations
Set up conditional logic
What is the recommended way to create a custom template?
Go to Form Builder → Create
Choose Copy form
Select the standard Greenometer ESRS template
Rename it (e.g. "ESRS FY2025 – Group Custom")
Edit only what you need
This is safer and faster than Create empty form, which starts with no questions.
In what order should I do things?
1. Create users → /organization/users
2. Prepare template → /form-builder (optional if using standard template)
3. Create reporting form → /csrd
4. Assign questions → /question-assignment
5. Users fill in data → /csrd/form/:formId
Steps 2 and 3 can be combined if you use the default template. Step 4 requires Step 3 — the template must have at least one reporting form before it appears in Question Assignment.
How does Question Assignment relate to form distribution (subsidiaries)?
These are two separate mechanisms that work together:

Example workflow for a group with 3 subsidiaries:
Create reporting form with "Enable for all entities" → 4 form instances (HQ + 3 subsidiaries)
In Question Assignment, assign environmental sections to users at Subsidiary A, social sections to Subsidiary B, etc.
Each subsidiary's users log in, see only their assigned questions, and fill in their distributed form instance
What happens if I don't assign any questions?
Default behavior: All questions are assigned to Only Owner. Only the Owner (and Admin) sees and can fill in questions. Managers and Respondents see an empty or restricted form until you explicitly assign sections/questions to them.
Can Managers and Respondents use Form Builder or Question Assignment?
No. Both are restricted to Owner and Admin roles. Managers and Respondents only see and fill in the questions assigned to them in the reporting form.
Can I assign the same question to different users at different subsidiaries?
Yes. Use the Custom assignment side panel in Question Assignment:
